Job Title: Technical Program Manager
Location: Baton Rouge, LA

Scope of Services:

  • Understand the business environment to make informed decisions and drive results.
  • Define program goals and objectives, ensuring alignment with organizational strategy.
  • Develop project plans, including resource allocation, timelines, and budgeting.
  • Lead cross-functional teams to ensure program and project delivery on time and within budget.
  • Manage risks, resolve issues, and implement mitigation strategies when necessary.
  • Communicate project status and progress to stakeholders, including senior leadership.
  • Collaborate with teams and stakeholders to meet program objectives.
  • Ensure compliance with program management processes and standards.
  • Provide daily support for ongoing processes and offer improvements where needed.
  • Provide technical support for the agency’s evolving work demands.

Mandatory Qualifications:

  • Bachelor’s degree.
  • 5+ years of relevant experience.
  • Strong project management skills, including budgeting, scheduling, and communication.
  • Proficiency in Microsoft Office Suite, especially Excel.
  • Experience in collecting, analyzing, and reporting key data.
  • Program evaluation experience, including evidence-based practices and outcome measurement.
  • Familiarity with Louisiana’s governmental, business, and community landscape.
  • Ability to work regularly from Baton Rouge, LA.

Desirable Qualifications (Optional):

  • Master’s degree in business, mass communication, or related fields.
  • Expertise in clean energy resilience, utility-owned electric grids, or reduced-carbon energy systems.
  • Experience with federal programs at all levels, and/or the private sector.
  • Experience representing government officials in public forums.
  • Knowledge of the energy sector and its stakeholders.
  • Experience developing and implementing large-scale public initiatives.
  • Experience working across state agencies to align strategic priorities.
  • Understanding of regulatory and statutory compliance for federal programs.
  • Experience communicating on behalf of government officials or civil servants.
  • Knowledge of state-level grant administration.
  • Experience developing partnerships with community groups, non-profits, and government agencies.
