**THE ROLE**
The Director Clinic Operations is accountable for the direction and management of the PSJHC providing services that contribute to the quality of cost-effective patient care in line with PHSA’s mission. The Director ensures that each outpatient service has been set up properly and is functioning efficiently. The Director is responsible for implementing and administering the organization’s philosophy, goals and policies, while assuring compliance with the Federal, State, and local laws.
The Director of PSJHC will develop strategic plans; implement new and/or improved lines of business to align with PSJHC growth strategies and vision. Vital to the PSJHC growth strategy is physician recruitment and the hiring process. This position is responsible for ensuring that the physician on-boarding process runs efficiently and effectively for long-term stabilization of the PSJHC. Responsibilities include working with physician groups to research specific business strategies against community needs, market data, and resources required for implementation; work with internal and external stakeholders to develop business plans for identified PSJHC projects. Oversee program development and ROI evaluation process. This position will also partner with other regional and system departments to ensure physician alignment with Providence Health System.
Oversees development of physician recruitment infrastructure and leads team to support planning, implementing and orchestrating all physician recruitment activities for the Providence Health System of So. Cal. Responsible for strategic development of mechanisms to ensure a continual pipeline of high quality, excellent physicians joining Medical Staff in all specialties at all So. Cal Region markets. Accountable for oversight of outreach development plans, marketing/advertising, sourcing candidates and developing relationships with key physicians and groups. Works in close collaboration with Human Resources, service area leadership teams, and regional leadership. Serves as consultant to other regions within the greater Providence Health System — as resources allow.
KEY RESPONSIBILITIES
+ Evaluate outpatient service and department structure, reporting relationship and position incumbents to ensure that high standards of performance are achieved. Assure optimum performance by meeting goals and projections, providing timely and accurate data as requested and maintaining compliance with all Federal, State and local laws.
+ Direct and administer assigned functions to ensure high quality, cost-effective patient services, which meet or surpass accreditation standards.
+ Develop annual operating plans to meet strategic PHSA goals and support functions, monitor actual performances and take corrective actions. Develop, implement and maintain the annual operating budget, ensuring that operations are managed within the established guidelines. Establish financial and programmatic goals and conduct an annual evaluation of goal achievement.
+ Direct, coordinate and/or participate in various PHSA subcommittees as needed in order to promote the strategic and operational goals of the clinic and department structures.
+ Select, train, develop and evaluate subordinates and initiate personnel actions in accordance with Human Resource policies and organization philosophy. Monitor the progress of employee performance, review skills and practices, assess training needs, and implement appropriate training programs. Ensure timely staff performance evaluations, establish goals and criteria of performance for staff, and implement appropriate action for achievement.
+ Collaborate with colleagues from other divisions within the organization for the purpose of furthering the goals and objectives of the clinics.
+ Monitor monthly performance of the outpatient service and department structures in relation to the budget and intervene as needed. Prepare and submit reports on operations as required.
+ Schedule regular meetings with direct report staff to provide supervision, assure communication and to monitor facility operations. Conduct and document annual performance evaluations on each direct report staff.
+ Maintain and guide the implementation of organization policies and procedures in compliance with State, Federal and other regulatory guidelines. Assure adequate preparation for, and participate in, regulatory compliance surveys.
+ Provide direction and support to subordinate managers and staff to assure clinic and department structure effectiveness and efficiency.
+ Adhere to PHSA policies and procedures and participate in quality improvement and safety programs.
+ Implement care/services that recognize age/diversity specific needs/issues of customers served.
+ The Director shall be adept at analyzing the needs of the facility. familiar with industry trends and issues. and knowledgeable on legal issues associated with hospital/physician activities including inurement, 501c3 nonprofit status, Medicare fraud and abuse, corporate of medicine restrictions, compliance and physician contracts. In addition, the Director must be familiar with academy and industry resources. experienced in marketing functions including market analysis, strategy development. public relations. special event planning. and meeting planning.
+ Additionally, the Director will work collaboratively with Administration of other Providence facilities to identify, and recruit needed physician specialties.
+ Promote hospital services and programs to physicians to maximize utilization and enhance awareness of PSJHC’S capabilities.
+ Interface effectively with Hospital departments, physicians and their office staffs to ensure effective communication and appropriate problem resolution.
+ Completes Competency Plan for assigned job and department.
**IDEAL QUALIFICATIONS**
+ Associate’s Degree
+ Bachelor’s Degree; or equivalent educ/experience
+ 5 years of experience in strategic planning, organizational assessment, and have highly developed leadership and interpersonal skills.
+ 5 years of experience in developing project budgets, timelines and fraud, abuse and inurement laws
+ Must possess the knowledge and ability to manage Medical Clinics through administrative ability, initiative, resourcefulness, executive and analytical ability
+ Have highly developed leadership and interpersonal skills
+ Must possess strong organization skills
+ Must have the ability to put efficient systems in place to meet demand of heavy workload and paperwork; prioritize work assignments; adapt to flexible work schedules; problem-solve, exercise judgment and discretion; work well with physicians and other hospital staff members; manage successfully, multiple projects and deadlines while demonstrating a mature work attitude; and work effectively in a team environment while managing projects independently
+ Must have the ability to navigate politically sensitive discussions and implement creative solutions to achieve shared objectives
+ Must have the knowledge of laws related to recruitment and employment, including immigration and private practice support relationships
+ Must exhibit professional appearance and demeanor.
