Overview

**Description**

Inspired by and aligned with the Mission and Values of Providence, this position provides the vision, advocacy, strategic planning, leadership and coordination of services for those in the Providence Hospice and Home Health of Snohomish County (PHHC) service area with health care needs in their own homes.

The director is responsible for operational leadership, direction and management for PHHC to assure efficiently coordinated services with mission attainment, high clinical quality and effective human resource, information, compliance, fiscal and business management.

The director supervises the management team at PHHC with a matrixed supervisory model for finance, human resources and information technology. The director also initiates and maintains collaborative, effective relationships with the physician community, community referral sources, organizations partnering in care delivery and with legislative, regulatory and funding sources.

**ESSENTIAL FUNCTIONS**

+ Mission Inspired Leadership within Catholic Health Care System:

+ Provides leadership in articulating, modeling, and inspiring commitment and congruence of all responsibilities with the mission and core values of Providence.

+ Advances teachings of Catholic Health Care utilizing the Ethical and Religious Directives for Catholic Health Care as a framework for all operations and strategies.

+ Advocacy, strategic planning, leadership, and coordination of services for Providence SoundHomeCare and Hospice:

+ Provides leadership for the development, coordination and implementation of annual and long-range strategic plans and budgets for PHHC with accountability for accomplishing operating commitments.

+ Provides leadership for the delivery of quality services:

+ Provides vision for high quality services and programs.

+ Facilitates collaborative planning with Clinical Leaders for developing, implementing and evaluating services within scope of mission, PH&S strategic plans, and goals.

+ Assures through developed processes that quality services are provided.

+ Fosters collaboration between multi-disciplinary personnel, physicians, and other community providers to achieve desired care outcomes.

+ Assures systems are in place for compliance of all operations with applicable laws, regulations, standards and payer requirements.

+ Provides leadership for the continuous improvement of all programs and services utilizing established outcome measurements.

+ Promotes the provision of high-quality care while maximizing efficiency, innovation, and productivity.

+ Provides leadership to welcome, originate, and evaluate new opportunities, to develop programs and services that meet community needs and improves PHHC’s market position.

+ Provides leadership for effective management of human resources:

+ Works with Human Resource leadership to promote systems and processes that attract and retain highly engaged, productive employees, with positive morale and trusting working relationships.

+ Assures policies are in place for compliance with all applicable laws, regulations and Providence Health & Services standards and assures that employment processes, recruitment, selection, onboarding, job descriptions, staff development, evaluation, promotion and termination processes meet organizational goals.

+ Assures that compensation systems are equitable and consistent with Providence Senior and Community Services (PSCS) philosophy for wages and benefits.

+ Approves framework for all labor relations related strategies with represented employees.

+ Assures communications systems/methodologies are in place to assure all staff are informed, as appropriate, re: PH&S, PSCS and organization strategic initiatives with active dialogue and opportunity for input through appropriate forums.

+ Provides leadership through action and performance for promoting a full commitment to EEO and diversity in the workplace.

+ Provides leadership for effective and efficient financial performance and compliance:

+ Leads development of long range and annual budgets, with stewardship accountability for management of organization within Providence approved budget parameters.

+ Collaborates with Director of Finance and PSCS to implement fiscal administrative policies and management activities, including budget control, cost determination, fee setting and collections, in accordance with accepted accounting practices.

+ Provides financial reports to advisory and governing bodies, regulatory entities and others as required.

+ Advances and assures integration of all principles and requirements of the Providence Code of Conduct, compliance and integrity programs.

+ Provides leadership for the negotiations of business contracts and agreements.

+ Fosters fund-raising and development opportunities.

+ Provides leadership for strategic business, information and facility management:

+ In collaboration with the Manager Information Technology, provides leadership in overseeing plans and systems to manage the network of information and telecommunication systems, meeting operational needs, management information needs, and regulatory requirements within fiscal parameters.

+ Assures plans for system integrity and security.

+ Fosters strategic collaboration, planning and management for space and facility needs for continuum services based on the strategic and operation plans and fiscal strategies.

+ Assures oversight in place for facility and property ownership or lease requirements.

+ Assures all buildings and equipment are in compliance with regulatory requirements and properly maintained.

+ Assures systems are in place to govern risk management for all operations and facilities.

+ Assures availability of needed material resources for quality, cost effective and efficient services.

+ Responsible for effective leadership, direction and management for all of PHHC’s operations:

+ Maintains administrative control and designates the lines of authority and responsibility for all home health functions, including delegation of duties in the absence of Director.

+ Provides operational oversight through active collaboration, guidance and leadership to PHHC’s Management Team.

+ Community Relations:

+ Establishes and maintains positive, strategic relationships with appropriate professional, health care, business and community organizations, regional and national industry partners, legislators and funding sources.

+ Provides leadership in publicly promoting and representing the PSCS mission and services of Continuum organizations.

+ Educates and advocates on the impact of service access, service delivery, needs, new trends and issues with implications for changes required at local, state, national levels to assure responsive ability to meet our populations care needs.

**QUALIFICATIONS**

+ Bachelor’s Degree in Nursing or related health care field

+ Master’s Degree in Nursing or related health or business administration (preferred)

+ Upon request: Driving may be necessary as part of this role. Caregivers are required to comply with all state laws and requirements for driving. Caregivers will be expected to provide proof of driver license and auto insurance upon request. See policy for additional information.

+ 4 years of progressive health care senior leadership

+ Community based health care systems

+ Community advisory and/or governance boards

+ Home health experience (preferred)

The amounts listed are the base pay range; additional compensation may be available for this role, such as shift differentials, standby/on-call, overtime, premiums, extra shift incentives, or bonus opportunities.

**About the Team**

Providence Home and Community Care (HCC) is a service line within Providence with over 8,000 caregivers and 2,000 volunteers serving nearly 200,000 people a year, in their homes, in clinics and in a variety of congregate living ministries across our seven-state footprint.

HCC provides a full range of services and support for people of all ages, especially those facing chronic or life-limiting illnesses. Our core competencies include restorative care, longitudinal care and care through the end of life. Our service lines include assisted living/skilled nursing/rehabilitation, home health, home infusion/pharmacy services, home medical equipment, hospice and palliative care, Program of All-Inclusive Care for the Elderly (PACE), personal home services/private duty care and supportive housing.
