Overview

**Description**

The Executive Director is responsible for the overall strategy and operation of population health initiatives related to accountable care activities for Medicaid Strategy and Sustainability including implementation of strategies, daily operations, assuring financial stability, development and implementation of sustainable lives representing population health with other market leadership groups, and system population health.

**Essential Functions** :

+ Provides internal leadership and leads development of program strategy and services within our vision for a connected system of care for Medicaid.

+ Participates in the development, implementation and monitoring of the strategic business plan for Medicaid strategy. Evaluates performance improvement opportunities and works with Divisional and Service Area leadership to direct tactical corrections.

+ Partners to develop strategic relationships with community based organizations to serve Medicaid lives in the Central Division

+ Collaborates with the Chief Population Health Officer-Central Division and Divisional leaders, Service Area Chief Executives, Service Area delivery system leaders, Division PCN Chief Medical Officers to recommend target enrollment and plans to achieve those targets. Provides direction for marketing and sales activities and advises leadership in those areas of key priorities and operating directions.

+ Coordinates with HPN leaders for lower cost of care.

+ Determines and implements the organizational structure required to direct and manage Medicaid strategy and sustainability within the Division and the larger Providence system context that is cost effective and maximizes the use of shared resources and services.

+ With the Chief Population Health Officer-Central Division, establishes success indicators and objectives consistent with Leadership in support of the Providence Mission. Assists in developing operating budgets as appropriate.

+ With the support of the Divisional CFO and Service Area CFOs, monitors and evaluates key financial indicators and develops initiatives to assure the financial stability for Medicaid.

+ Works with the Chief Population Health Officer-Central Division and legal department to assure operating divisions are in compliance with all applicable laws and governing agencies.

+ Works as a team member with the leadership teams and managers and provides leadership in the transition to an integrated care system and Medicaid value based economic models.

+ Establishes positive working relationship with key provider groups and contracting entities, and works closely with senior physician and administrative leadership and community partners.

+ Works with Service Area leadership teams to build a system of care in in each respective Service Area in the Division based on the quadruple aim.

+ Maintain a cost effective and quality driven population health construct that meets the Vision and objectives of Leadership.

+ Develop and implement strategic roadmap for this line of business.

+ Ensure that key operating systems are updated and provide state of the art performance and customer experience.(Nurture community partnerships)

+ Maintain a competitive administrative cost structure while ensuring best in class service performance

+ Drive performance across the Division with different key partners

+ Maintains confidentiality of all information related to patients, medical staff, caregivers, and as appropriate, other information.

+ Demonstrates service excellence and positive interpersonal relations in dealing with others, including patients/families/members, frontline caregivers, managers, medical staff, volunteers and community members, so that productivity and positive relations are maximized.

+ Develops individual objectives consistent with the Providence Health System’s Management System and reports on individual objectives as requested.

+ Other duties as assigned.

**Qualifications** :

+ Master’s degree in Healthcare Administration, Business Administration, Public Health Administration, or a related field.

+ Minimum of 10 years of senior leadership experience with a health insurance/managed care organization, clinically integrated network (CIN), or independent physician association (IPA) or large multispecialty group, government programs, strategy, clinical operations.

+ Demonstrated success in leading affiliation and business development initiatives.

+ Experience leading teams toward a shared need, shared vision and commitment to developing and implementing major initiatives that involve business development, strategic & financial planning and analysis, leadership of teams, communication across multiple disciplines, development of operational systems, process improvement and executive reporting.

+ Experience achieving organizational results in value-based programs including, but not limited to, Risk Management, Contract Management, Risk Adjustment Scoring, Quality, and contract financial performance.

The amounts listed are the base pay range; additional compensation may be available for this role, such as shift differentials, standby/on-call, overtime, premiums, extra shift incentives, or bonus opportunities.
