JOB ROLE SUMMARY

DUTIES AND RESPONSIBILITIES

+ Responsible for the direction of very large projects with complex components or a program of interrelated projects, ensuring integration, coordination, timing and consistency of process throughout the program/project lifecycle.

+ Initiating: Exceptional understanding of project management principles and the application thereof. Recognized expert in project management methodology and solution development methodologies. Oversees contract file maintenance. Leads development of SOW or RFP response. Leads in vendor selection and contracts.

+ Planning: Recognized as an expert in project management and solution delivery methodologies across multiple organizations. Responsible for the development of effort estimations utilized in new work proposals. Defines, organizes and plans project schedules to meet required project/program timeframes. Facilitates/leads estimation of highly complex projects. Develops project schedules and determines resource needs. Works closely with resource managers to ensure proper resource allocation to the project/program.

+ Executing: Successfully managed a portfolio of projects and a team of project managers. Successfully managed a strategic enterprise-wide project. Concurrently has managed more than one moderately complex, multiple phased projects with cross-functional, cross-organizational teams and/or outside vendors.

+ Monitoring/Controlling: Directs risk planning, analysis, response and control on a scheduled basis across all phases of projects/programs. Proven strong risk management as a primary management habit. Proven effective change management skills.

+ Closing: Recognize and document process improvement opportunities. Responsible for ensuring all project close out activities are completed and documented.

PRODUCT/ INDUSTRY KNOWLEDGE AND UNDERSTANDING: Understands the competitive landscape from both a business and technical perspective

CONSULTANT: Brings prior experience to organize and define work for complex or ambiguous situations. Provides consultation, training, and knowledge sharing to associates. Actively contributes to domain body of knowledge.

SCOPE PLANNING: Works with key stakeholders (e.g., executives, clients, directors) to define project requirements that reflect clients’ business, fiscal, and functional objectives. Clearly and completely determines the baseline scope for complex projects and/or programs that include several projects. Reaches agreement with the key stakeholders on project approaches and decision-making (e.g., extent to which the client’s methodology will be followed, respective roles, how major scope changes will be decided and managed). Ensures program scope and requirements information is documented and approved.

PROJECT INITIATION: Analyzes historical data, identifies areas for improvement and makes recommendations to improve estimates. Coaches others in skills required to plan and estimate resource needs of complex projects. Oversees the development of schedules that result in on-time releases of large and complex projects. Evaluates the effectiveness of key metrics and provides feedback for improvement. Provides subject matter expertise on project metrics and mentoring/training on project initiation, control, and closure.

TIME / COST MANAGEMENT: Manages budgets and timelines of high-level, high-impact, and high-cost client projects. Uses a variety of company and industry sources to assess and predict trends in estimating the resource needs of complex and large projects. Presents and sells project budgets to senior management. Analyzes aggregate budget/expense data across projects and presents trends to executives. Secures needed approval from senior management to changes in project budgets, to accompany changes in project scope. Ensures integration of timelines for multiple projects. Serves as subject-matter expert in project budgeting, cost estimates, and control. Consistently meets profitability and release date objectives of complex projects. Participates/develops project performance in conjunction with pre-sell efforts related to project management activities. Recommends enhancements, improvements or new reporting needs.

COMMUNICATION / ESCALATION MANAGEMENT: Advocates and promotes processes that facilitate communication among project managers and other key project stakeholders. Establishes and implements a program-level communications plan. Provides subject matter expertise by making recommendations for continuous communication/escalation process improvements. Models cross-functional cooperation at all levels (i.e., proactively shares information and best practices with teammates). Facilitates the resolution of complex and controversial issues (i.e., builds consensus across organizational and functional lines). Delivers a program-level status report that accurately depicts program progress and issues, as well as the appropriate project-level status.

RISK / ISSUE MANAGEMENT: Provides subject matter expertise by offering feedback for continuous risk and issues management process improvement. Advocates and promotes use of risk and issues management process and procedures. Ensures all project risks and issues are identified and their relative severity is accurately determined using accepted tools and techniques. Takes leadership to define requirements for project risk management plans and to hold project managers accountable for adhering to them. Provides project managers with historical results of similar projects and the risks and threats involved. Is creative and flexible in effectively managing program-level risks and issues. Coaches others in risk mitigation techniques.

QUALIFICATIONS

+ Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 4 years experience; or equivalent work experience

+ Desired: 8 years of experience in the field or a related area. PMP required; PgMP desired. Handles projects with a complexity of 5.
